Observed policy flip

  • Earlier wording / scripts treated org agent-rules as a submodule (SHA pin).

  • 5c50086 + docs: stop pinning; wrappers are pointer overlays (README + thin org AGENTS.md); canonical clone is `git pull’d.

  • scripts/setup-org-agent-rules-wrapper.ps1 expanded; ASCII punctuation in templates (PowerShell mojibake of em dashes).
