Repo About homepage → docs :: Agent Rules

Skill bootstrap-org: when creating a project repo, set GitHub About --homepage to the org docs hub component URL by default.
Exceptions: org main/marketing / {org}.github.io site → org public site URL; product with its own domain or dedicated subdomain → that product URL; no URL yet → leave empty.
Cross-links in antora-org-site and public-readme; thin always-on line in AGENTS.md.
